Abstract

The Green Belt and Road Initiative (Green BRI) was proposed in 2017 as a framework to improve the environmental record of the Belt and Road Initiative. Drawing on the environmental governance perspective, this chapter delves into the roles of state and non-state actors, including the government, businesses, and civil society, in shaping and implementing environmental policies within the Green BRI framework. It also evaluates the effectiveness of these governance structures in mitigating environmental impacts and fostering climate-friendly investment practices. While this chapter underscores the active involvement of both state and non-state actors in the Green BRI, it also reveals that the Green BRI faces challenges due to institutional insufficiencies and conflicting objectives.
