    Abstract

Few people would dispute the importance of social inclusion, except for how to achieve it. However, most surveys on social inclusion only examine the inclusiveness of public policies and institutions, rather than people’s attitudes towards them. As a result, we lack data to answer theoretically important and policy-relevant questions, such as the extent to which public support for social inclusion policies varies across marginalized groups and policy types, as well as changes in social group boundaries over time. This paper presents a new survey instrument of social inclusion that takes into account public opinion.
