For individuals who have received vocational training but fail in searching for open employment, they should be housed by various types of supported employment under the supervision of career counsellors in normal industries or companies. Tax concessions, quota systems, and reserved employment should be set up to encourage employers to implement such supported employment scheme. Career counsellors should be funded by the government under the umbrella of vocational rehabilitation services. Sheltered workshops should be designed as training centers for supported employment, rather than everlasting sites for chronic mental outpatients. Day training centers and occupational therapy departments in mental and day hospitals should be environments for preparing psychiatrically impaired persons for vocational training in the community. Professionals at day centers, sheltered workshops, and mental hospitals should participate in joint case conferences to facilitate a continuous and holistic vocational rehabilitation process for their clients. Business people should be invited to join the supported employment scheme with the Labour Department and Vocational Training Department. Finally, the government should encourage financial institutions to support former mental patients who have potential for self-employment with low interest loan for starting their own business.",
