糧食價格調控、制度成本與社會福利變化: 基於兩種價格政策的分析

Abstract

糧食價格波動牽涉眾多主體的切身利益,價格太低導致"谷賤傷農",價格太高導致"米貴傷民"的現象。從保護消費者和生產者利益角度來說,政府可以採取價格穩定政策,也可以採取目標價格補貼政策。政府該如何做才能增加社會福利?本文研究認為,在不考慮制度成本條件下,糧食價格穩定政策能夠實現社會福利增加;但是糧食價格調控體系存在的巨額制度成本將極大改變糧食價格穩定政策的社會福利效應,甚至會導致社會福利的惡化、財政負擔的加劇,只有有效降低制度成本才能實現社會福利增加;目標價格補貼政策能夠節省大量的糧食儲備及調控成本,較好彌補價格波動對生產者與消費者福利的影響,但是目標價格的厘定是否合適和價格補貼效率對社會福利水準具有重要影響。
