Fighting against Bribery: Ethical Value Change of Political Elites, Business Elites, or Together?

    Abstract

    This study took a dyadic-dynamic approach to examine the effects of congruence/incongruence in ethical value change between political and business elites on subsequent national bribery using polynomial regression and response surface methodology. We proposed that, in congruent situations, the level of national bribery decreased as ethical value standard of both political and business elites increased over time. Alternatively, in incongruent situations, we drew from institutional theory and neoclassical economic theory to propose competing hypotheses regarding whose ethical value plays a dominate role in curbing subsequent national bribery. We further posited that whose ethical value played a dominate role depended on the level of human development. Results of longitudinal data from 144 countries during the period from 2009 to 2015 demonstrated that (a) in congruent situations, the national bribery was lower when ethical value standard of both political elites and business elites increased over time than that decreased over time; (b) in incongruent situations, ethical value change of business elites prevailed over that of political elites in steering subsequent national bribery in countries with high level of human development, but lost its effect on curbing bribery in countries with low level of human development.
