    Abstract

    Compares the state enterprises and the informal collective industries within urban areas. Describes the scale of the collectives and their importance to the economy in resolving unemployment on limited capital expenditure. Discusses their significance in the modernization of China with recommendations for fewer bureaucratic restrictions and improved organization. -J.Robertson
