온라인 공론장에서 토론이 합의와 대립에 이르게 하는 요인 분석: 개방형 공론장과 커뮤니티 공론장의 토론 숙의성 비교

본 연구에서는 온라인 공론장을 통한 숙의민주주의의 가능성을 판단해보고자 다양한 온라인 공론장을 ‘개방형 공론장’과 ‘커뮤니티 공론장’으로 유형화하고 그 특징을 살펴봤다. 개방형 공론장은 공적 이슈에 대한 자유 토론을 목적으로 만들어졌으며, 다양한 사람들이 제약 없이 참여할 수 있는 공론장이다. 커뮤니티 공론장은 사적인 관심분야에 대한 정보교류 및 친목도모를 위해 만들어졌으나, 사적인 대화 도중 공적 이슈에 대한 토론이 자연스럽게 발생할 수 있는 공간이다. 구체적으로 각 공론장의 토론을 합의된 토론과 대립된 토론으로 나누고, 토론이 이루어지는 과정이 얼마나 숙의적인지 내용연구를 통해 살펴봤다. 분석에서는 온라인 게시판의 공공이슈에 대한 글과 그 글에 달린 댓글전체를 ‘토론 줄기’라는 하나의 단위(unit)로 보는 새로운 시도를 했다. 분석 결과 개방형 공론장의 토론은 ‘강압적 합의’와 ‘배타적 대립’으로 간주할 수 있었다. 토론 길이가 길고, 상호작용이 적으며, 친밀감 표현이 많고, 소수의 게시판 장악이 드물수록 개방형 공론장에서 합의에 이를 가능성이 높았다. 커뮤니티 공론장의 토론은 ‘추종적 합의’와 ‘숙의적 대립’으로 볼 수 있었다. 토론 길이가 짧고, 글이 비논리적이며, 악성언어공격을 빈번하게 할수록 커뮤니티 공론장에서는 합의가 잘 되었다.

The purpose of this study is to conceptualize the dimensions of online public spheres and discussions to examine a result of discussion based on the political side of online space. In detail, this study suggested two kinds of online public sphere such as ‘the open public sphere’ and ‘the community public sphere’. ‘The open public sphere’ is defined as a bulletin board where have no barrier to enter and write with each’s own opinion. The ‘community public sphere’ is defined as a bulletin board where can be participated in discussions by only community members. This study measured how the internet discussions look like deliberation and what the differences between two public spheres are. Methodologically, 300 individual discussion dummy were randomly selected from 3 discussion boards and content-analyzed. The discussion dummy as a unit of measure are consist of a main posting and replies. Finally this study find out and redefine the figures of the internet discussions in each sphere based on deliberative viewpoint. In the open public sphere, there are ‘forced agreement’ and ‘exclusive disagreement’. And ‘following agreement’ and ‘deliberative disagreement’ are founded in the community public sphere.
