Abstract
本文的目的是,对制度选择的理性选择观加以修正,以解释后共产国家选举制度的起源和变革。我们区分出研究选举制度的设计和改革的三种观察的角度,承认决策者动机的多样性。通过考察不同时期的制度变革以及理念和理性因素在制度形成和变革过程中的相互作用,我们希望不必再从“行动”还是“结构”、“利益”还是“理念”这种二元的角度考虑问题。
This paper attempts to rectify the rational choice approach which is dominant in the existing literature on post-communist electoral reforms. We are able to identify three distinct approaches in relation to the multitude of decision makers and their motives. With the emphasis on the interactions between ideas and rationality, we intend to supersede the familiar dichotomies of “agency vs. structure ” or “interest vs. idea ”. Such a re-thinking of the existing explanations is the beginning of a process towards further empirical investigations.
