Abstract
《公羊傳》和何休《春秋公羊經傳解詁》對於僖公二十八年「晉侯致天子」一事出現異解：《公羊傳》恪守尊天子的原則，認為《春秋》對晉文公兩度致天子皆「不與」；何休《解詁》以「時」論權，認為《春秋》首致「與」，再致「不與」。行權思想在先秦已經確立，但還未提出以「時」的概念論行權，此在《淮南子》、《解詁》、《申鑑》等典籍之中才出現，反映經權思想的一個發展方向。
