Abstract
Universal film education aimed at younger generations demonstrates diverse theoretical frameworks and practical pathways from a global perspective. Historically, film education has evolved along three typical paths: film as an instructional medium integrated into teaching, film as the primary educational subject, and film literacy as a comprehensive development framework. Variations in film education policies and systems across countries and regions reflect complex underlying social motivations and goal conflicts. Notably, small-country policies offer strategic innovation and adaptability, providing valuable insights. Within the inter-civilizational exchange framework, film education is widely regarded as an essential means of achieving greater public values, facilitating societal development, and enhancing human well-being.
