Abstract

政策网络理论发轫于20世纪70年代的美国,经过半个世纪的发展,形成了美国学派、英国学派和以德国荷兰为代表的欧洲大陆学派,如今成西方公共政策领域的显学。政策网络理论内涵丰富,兼具宏观微观中观研究视角,显示出同质性和异质性的特点,在研究范式、分析框架和治理模式方面都扮演了新的角色。在引入中国的二十年间,许多学者对理论发展、逻辑演进、学派思想等内容作了细致回顾与梳理,肯定了政策网络理论在中国的适应性和价值,海内外学者对中国的实证研究产生浓厚兴趣,但该理论对新时代的中国之治提供什么借鉴和启发、理论本土化前景如何,有待继续探索。政策网络理论在中国具有无限发展潜力,同时,中国实践及实践背后的理论反映还有很多内容可以挖掘。

Originated from the United States in the 1970s, policy network theory has developed to three distinct schools: the American school, the British school, and the continental European school. Policy network theory has become an orthodoxy in western public policy studies. With rich connotation and the presence of macro-, meso-, and micro-perspectives, the theory is characterized by homogeneity and heterogeneity and has made significant contribution to the research paradigm, analytical framework, and governance models. Over the past two decades, China scholars have increasingly adopted the theory to the theoretical and empirical studies of Chinese governance. However, what can be learned and inspired from the theory is still to be explored, particularly to Chinese governance in the new era. We argue that policy network theory has potential to be further developed in China; meanwhile, the same applies to China’s practice and the theoretical reflection behind it.
