中医药数据要素流通体系构建路径与挑战

构建合规高效的中医药数据要素流通体系，是当前促进数字中医药高质量发展的重要基础。目前，中医药数据要素流通已具备一定前期基础，政策框架初步形成。然而在整体推进中，存在数据权属界定和定价方法尚不清晰、市场基础设施与配套制度有待健全、数据开发利用程度不足以及流通交易应用场景释放不充分等问题。构建完善流通体系，需要继续加强中医药数据资源标准化建设，建立以可信数据空间为基础的服务平台，推进形成规范的数据授权与收益分配制度，促进应用场景有效释放，从而持续提升中医药数据要素合规、高效的流通效能，支撑数字中医药的可持续发展。

Building a compliant and efficient circulation system for Chinese medicine(CM) data elements as production factors is essential for the high-quality development of digital CM. Currently,circulation of CM data elements has established a preliminary foundation,and an initial policy framework has gradually taken shape. Nevertheless,several challenges remain,including the lack of clear methodologies for data rights confirmation and value pricing,insufficient market infrastructure and supporting institutional mechanisms,inadequate depth of data development and utilization,and limited application scenarios for data circulation and transactions. To further refine the circulation system,priority should be given to strengthening standardization of CM data resources,establishing service platforms based on trustworthy data spaces,developing standardized mechanisms for data authorization and benefit distribution,and promoting the effective release of application scenarios. These measures will continuously enhance the compliance and efficiency of CM data element circulation and support the sustainable development of digital CM.
